I'm all for the locking wheels on the carts. I think places should be required to purchase those, when replacing current carts. It should help them in money spent buying new carts or chasing down current ones. I honestly would love to be paid to round up carts. I would love to do that. Anyone know how you get a job doing that?

I remember the cart returns with money working. I can recall kids in the parking lot ready to take your cart back if you were too lazy/ rich to take it back yourself. Now a quarter maybe too cheap these days, but, a dollar? You bet people would bring it back for that. They would scour the neighborhoods/canals for carts.

Maybe people don't want to work at minimum wage jobs like the Fresno Fair or Fresno State where they dont get breaks or lunch breaks like the law requires.
Who wants to work at hospitals like Community where they treat employees like dirt, force them to attend antiunion meetings and illegally retaliate against them if they go the union forming meetings. They also spy on employees and take pictures of them at union forming meetings.
People don't want to work for Fresno Unified either and they need lots of help. But teachers get treated like dirt and most school support staff only get 3 to 5 hours a day.

I am all for wheel locks or the quarter refund if you returned your cart like Vons' used to have. It would save all of us from having to see grocery carts everywhere but at the store. The canals water level may drop a couple of feet without those carts being dumped in it.
