Fowler vs. Clovis

I have seen around town an ad for home builder RJ Hill which states "Fowler: What Clovis Used to Be".
I am guessing a small town feel with inexpensive housing as opposed to the nearly 100,000 population, expensive houses, and a budget deficit that Clovis has become.
Or maybe he means a small town mentality and little diversity like Clovis used to be. I think Clovis is starting to become more progressive and has a larger mix of diversity at least racially then it used to have.
I wouldn't be too happy with the ad or the home builder if I lived in Clovis no matter what thoughts you have good or bad about Fowler which does seem like a nice little town from the few times I have been there.
