Don't be ignorant. First of all, only part of the money collected from traffic fines go to the City of Fresno. It is shared with the County. Those monies in turn are used by the city for a number of things. So in the end, The Fresno Police Dept. only sees a very small percentage of the money. And that in turn is money used for the F.P.D. general budget. The budget that keeps Officers on the street protecting the citizens of Fresno. Second, court fees are asessed by the state. Which means all monies from court fines go to the state not Fresno P.D.

many of these comments bother me as well. and, you'll notice that many of the comments are either done by "guests," "doug," or orangebear." surprisingly, these guest comments share a strikingly similar writing style (tone, diction, etc) to these named writers (here and on other posts they've commented on). however, there are others that share your belief that a human does not deserve to be treated inhumanely by officers of the state when in state custody.

Who cares anything about the fact he's homeless, what he's costing society, if he's paying taxes, what he's done before..
The fact is the police used him as a punching bag and nobody here really seems to care. What happened to people caring for their fellow man?
I'm not saying that all police are crooked, but I do think that these two definitely stepped over the line.
This is just another stain on the face of the Fresno PD.
I for one won't speak to another officer without a camera present, and think that perhaps the people of Fresno have forgotten that the PD is supposed to protect and serve.
The police need to realize that Fresnans pay their salaries, and should think about that next time they need some boxing practice.
It's also a shame that more isn't being made of the rampant corruption that seems to be prevalant in the Fresno PD. When is someone going to have some answers? One we can trust?

You have The Resident, Huntington Gardens, Rapheal, and Canyons. They are between First Street and the Freeway heading to Downtown. They are some of the worst slums in Fresno. Where is Code enforcement and the Fire inspectors?
The Mayor needs to crack down on slum owners like the Young's and slum management like J.D Rental's and Robert L. Jensen.

I wonder how you hold such great insight to the minds of the homeless that you know what they want? I find, in most subjects, the people who talk the loudest about something actually know the least.
Obviously in some cases, you are indeed right. There are those who are in such a spiral, they simply don't WANT out. But to say that is true of the majority is a blanket stereotype.
Again, I agree institutions such as the Poverello House will continue this cycle and more work needs to be put in to stopping the problem at the source rather than the symptom. It's be a lot easier to simply greatly reduce the problem of homelessness than it would be to go around rounding them up and tossing them into furnaces!
Also, while Dyer was never arrested (Of course he wasn't arrested, he was a police officer so we should just trust that he's trying to protect us, right?) he also NEVER denied the claim.
Again, especially with this recession, there are many people out there on the streets who certainly do not want to be there. Thousands of families have lost their houses. And while I agree pouring money into enabling people to mooch is not a good thing, neither is this "Nuke 'em all" attitude. Or, the more disturbing part: "just trust us" attitude. It's like the age old question, "Who watched over those who watch over us". While I commend the police force for their goal of protecting the people, and I salute the officers who have given their lives and put their lives in danger for my safety, this also does not mean we should follow them blindly. They should be held under the same scrutiny as anyone else would be.
Also, to be clear, I'm not saying the cops were not right in this case. A short video clip is not enough evidence to prove that.

I, for one, do support the Fresno Police. I believe there have been times in the past where accusations have been unfounded. But I also know our police force is famous statewide for being particularly brutal (especially in treatment to homeless). I also am not a sheeple and follow what the police force says without question. Pardon me for having a brain.
Now, I actually agree with you that pouring funds into keeping up the homeless is a bad idea as it spreads the problem. But to take the action you wish to take is just as stupid. They both just attack the symptoms of the problem, and don't stop the problem at it's source (being education and healthcare). When people are properly educated (and not in a school system where they have to fear being shot or stabbed) and have access to good healthcare, crime rates drop. Imagine that.

The two police officers responded to a call to check on the man's health. He was laying against a tree. As is normal policy in Fresno, police are sent before paramedics.
I've gotten to know several Fresnans living homeless. I've heard from 3 different people that they've been woken by being kicked by FPD.
I'm of the opinion the the actions of the two officers, either provoked the incident or outright began the conflict with violence.

What most citizens don't know
What most citizens don't know and many don't take the time to understand, is the Police Officers (P/O) role in our society. Confrontations with outlaws and disruptive people often times lead to the P/O being assaulted and worse, killed in the line of duty. P/O can not take any risks to a resistive person. When a person is ordered to submit to handcuffs, there is a reason and a judicial system to clear it, if the person is not guilty. If the P/O is found to be out of line, then discipline him. An amatuer video is not always the truth.

It's a complex issue that most of us don't really understand. How much force to use and when is always going to be a messy thing.
Of course they have more authority when it comes to police work,
that's what they're paid to do. But no one is above the law.
What do we deem strong and effective?
Question: Should police have more authority than I do as an ordinary citizen? In hypothetical: If I was there on scene and noticed this drunk guy causing problems I felt were a risk to others, would it be within my right as a citizen to issue a "citizen's arrest?" I would think so. But in doing so, would I be allowed to face-punch the guy is he didn't reply with my request? I understand the police deal with extraordinary situations and need be able to act accordingly. Was this one of those situations? No so sure.

When cops break the law they should be prosecuted like everybody else. If that cop broke the law, throw the book at him. But they have to use force at times. It's part of their job. If we didn't have a strong, effective police force the criminals would take over.

fortunately, this incident didn't lead to the man's death. recent encounters between the public and the police haven't always turned out as so. after seeing a video of a man being shot while in handcuffs, i'm angered but not surprised that i am watching a video of police punching a man in the back of the head while in cuffs.
perhaps now the city council will fund a police auditor.
