10 Year Plan to End Chronic Homelessness

Why only in ten years why not in ten months? I think it's because it will never get solved, so in ten years people will not remember and if they fail then no one will notice as much.

It seems like a problem that will never be solved. I hope that it doesn't get worse in part due to the huge amount of foreclosures. People are facing rough times and I don't think it will get any better soon.
Affordable and safe housing needs to be available.
