Running Horse running out of control

The first attempt at an upscale housing development in Fresno's west side is hitting some snags. ABC 30 reports that the developers of Running Horse, the golf and luxury home development, are running out of hay to finish the project. The PGA had scheduled a tournament for the first-class course next October; they say they'll find another Fresno location if Running Horse isn't finished by then. Who wants to join the PGA pull-out pool?

The half-finished development is a blow to the neighborhood, which is home to many poverty-level residents. An influx of higher incomes would do much to alleviate this "pocket of concentrated poverty."

Why Running Horse isn't necessarily the devil

I am with you, fonetica, as far as Running Horse pretty much being a gated pocket of wealth amidst a struggling neighborhood. And as far as community planning goes, Running Horse is a rediculous idea to revitalize the Edison (west side) community. If anything, it will just polarize the community even more so. However, the area is in desparate need of more funds for public works projects such as streets and sidewalks and the like. Because of Running Horse, major improvements are being made to Kearney Boulevard and other local streets. Higher incomes will inevitably bring more tax dollars to that area (because hopefully the new residents will shop locally). And although major improvements should have been made to the development to make it more community (and not just the Running Horse community) friendly, and integrate local historic features, it is what it is and its approved. I know that if I was on the City Council I would have had some major bones to pick with the developer before approving the project. But, it is what it is. We need the publicity, we need the tax dollars, there haven't been a lot of opportunities for those things in the Edison community. So I guess I will stand behind Running Horse and root for them to be on schedule. I mean, my dad would be so disappointed if the PGA tourney missed Fresno.

I'm not so sure how a big golf resort will ALLEVIATE poverty in a poor part of town, other than perhaps reduce it statistically such that the part of town in question won't be a "concentrated pocket" of poverty. A handful of big incomes move into a nice gated community and maybe throw a few minimum-wage jobs around and I'm still not sure much will have been "alleviated" as much as it will have gotten a statistical spit shine rubbed onto it. Developers get cheap land for a high-return activity, but the locals in cases like this don't usually see a transformative amount of benefit. If it does indeed fall apart or get delayed, I wouldn't worry too much about it.
