Federal report slams county jails

The National Institute of Corrections (warning: web site contains unfortunate links such as "Prison Rape Grants Available") has slammed Fresno County for keeping so many darn people in jail.
ABC30 shares some highlights:
* Only 17% of those arrested can afford to post bail, a much lower rate than anywhere else in the state.
* Inmates waiting for trial often serve more time than those convicted of crimes.
* "Alarming dysfunction with the current system."
* "There is no clearly understood mission and vision for the adult corrections system."
