I am responding to your email regarding the increase in rent. The owner can request an increase in rent at least once a year, however, he is only entitled to a 5% increase annually and it must be approved by the Housing Authority. The owner is required to serve a 60 day notice and forward a copy to the Housing Authority along with a completed NORA form. I feel better. Funny thing is the rent increase came after I requested him to come out and fix my swamp cooler it has been broken since November. Maybe i am just being paranoid.

Sounds like you have a little more protection being in this program, so that's great. Fortunately, you looked into this. I'm wondering how many people, knowing no better, would have just gone alone with the increase. Although the increase seems to just be greed; anyone would have had to question that kind of increase. OR, could it be the increase was so much because instead of just fixing the swamp cooler, you'll get brand new AC??? (yes, I'm being sarcastic)
So, now you get to inform your landlord he can only increase by 5% and with written 60 day notice, right? I'm sure that's going to over real well . . . keep us posted, if you don't mind.
