Special Ed students want the PSAT

Says Erin Kennedy in the Fresno Bee:
A mother filed a civil rights complaint last week against Fresno Unified School District for excluding her son, a special education student, and many students still learning English from a pre-SAT college entrance exam given last month to sophomores.
Back in my day, you had to pay the $12 or whatever to take the PSAT, and now FUSD is giving it away. The mother who filed the complaint, Margaret Carter, says her child was also denied the chance to take the high school exit exam, which seems like a much bigger problem.

Unless you're concerned about your National Merit Scholarship, what's the point of the PSAT anyway?
